The Merciful Prophet (saw) set new standards of tolerance unknown in the West for centuries afterwards. His covenant with Christians is unparalleled for its passionate declaration of the rights of a religious minority.
The Prophet, blessings and peace upon him, had even allowed Trinitarian Christians to worship in the second holiest place in Islam i.e. The Masjid un nabwi.
Muslims did not prevent followers of any religion from freely worshipping wherever they went in the world. The blessed Caliph Umar (May Allah be pleased with him) did not pray in a church in case later Muslims turned it into a mosque! He also allowed Christians to openly carry the cross in their Easter processions. Nobody can be a greater Muslim or believer in Tawhid than Hadhrat Umar.
The citizens of Pakistan are all mu’ahid i.e. those who received an agreement that they will be able to live and worship freely as equal and free citizens. The Messenger (saw) has warned us he will advocate for such people himself on the Day of Judgement against Muslims who interfere with their rights according to a Sahih Hadith from Abu Dawud:
The Messenger of Allah (ﷺ) said: Beware, if anyone wrongs a Non-Muslim with an agreement, or diminishes his right, or forces him to work beyond his capacity, or takes from him anything without his consent, I shall plead for him on the Day of Judgment.
Abu Dawud 3052
Hindus have every right to build a place of worship as this right is given to them by Allah and his Messenger, no Scholar or Preacher has any right to take it!
The verses from Surah Tawbah relate to those who knowingly rejected a Messenger and were subject to divine punishment according to the law of itmam al hujjat. It is a complete travesty to use these verses out of context to take away the rights of non- muslims.
Muslims who take advantage of the right to freely build mosques in the West are the last people who should object to religious minorities building places of worship. The Prophet commanded us to treat our neighbours (without distinction of religion) as we wish to be treated ourselves.
